What is the Kyoto Protocol?
In 1997, representatives from more than 160 countries met in Kyoto, Japan,
to set targets for greenhouse gas emissions. The overall emissions reduction
for a majority of the world is 5.2 percent below 1990 levels, and the reduction
goal for the United States is 7 percent below the 1990 level. The Protocol
also prescribes potential actions that countries can take to reduce GHG emissions.
These include energy efficiency; enhancement of carbon-absorbing sinks; research
and development of carbon sequestration technologies; phasing out of fiscal
incentives and subsidies that may inhibit the goal of emissions reductions;
and reduction of methane emissions in waste management and energy production,
distribution, and transportation.
